On August 11, 2015 I gave a presentation discussing the so-called Hong Kong Startup Visa that everyone is getting so excited about.
PRACTICE UPDATE: How the content must now be read in light of current ImmD policy:
This introductory critique of the government-backed “Start-up Scheme” (introduced under the 2015 enhancement measures) must now be updated from a secondary alternative into the primary lifeline for early-stage founders. Where the article previously evaluated government-backed incubation programs alongside direct GEP applications, the post-April 2026 reality dictates that admission to designated programs (such as Cyberport or HKSTP) is virtually the only mechanism by which early-stage, bootstrapped tech innovators can bypass the otherwise insurmountable HKD 1.5M–2.0M deployed capital requirement and immediate local hiring quotas. What was once an optional facilitation scheme has become an essential prerequisite for non-institutional startups.
